Coastal Georgians began returning home Thursday as Hurricane Dorian continued up the East Coast, and early reports signal only minor damage.  The storm had picked up steam late Wednesday, but spun up off the coast, sparing Georgia from a direct hit.  Gov. Brian Kemp Thursday morning lifted the mandatory evacuation order for counties east of I-95, while U.S. Rep.
