Contained within the $1.9 trillion “relief” bill the U.S. Senate approved is a state aid formula that uses October, November and December unemployment rates as a major factor in determining the level of funding. Gov. Brian Kemp aide Bert Brantley emphasizes that “this hurts Georgia more than any other state in the entire country, while benefiting California, New York and New Jersey the most.
