A big name in Atlanta politics is returning to City Hall, as qualifying ended last Friday and Mary Norwood was the only candidate to sign up to run in District 8.  Not a shocker that she scared off the competition, Norwood boasts a deep fundraising network and strong political connections – she lost by the slimmest of margins in two separate mayoral races.  Now she will be perhaps the most prominent voice on the City Council, which has an uphill task with rampant violent crime and a testy relationship with legislative leaders.  But the return of a steady and experienced voice in Norwood has Atlanta residents RISING…
