State Rep. Bee Nguyen (D-Atlanta) is ratcheting up the intensity of her campaign for Secretary of State – and getting headlines in a controversial manner.  On Tuesday Nguyen was arrested in Washington D.C. after deliberately blocking a sidewalk in front of the White House as part of a “voting rights” rally.  Charged with a misdemeanor but not taken to jail (she will only have to pay a fine), she also happened to release a sizzle reel promoting her campaign, where many see her as the Democratic frontrunner.  Typically an arrest would spell doom for a campaign, but for Nguyen a preconceived publicity surge may have her RISING…
