The recent Public Service Commission primary elections saw low turnout statewide, but with the District 3 Democratic race headed for a runoff next month, some counties may not see a single vote – and that could prove costly.  Many counties are looking to open just one polling place for the runoff, but the total cost to hold statewide elections will still run in the neighborhood of $10 million statewide.  Could lawmakers be prompted to look at ways to avoid costly, low turnout runoffs in the future, like lowering the threshold to 45% or using some alternative system like ranked choice voting?  Lawmakers have been reticent to explore those options in the past, but a (super) low turnout runoff might have the idea DRIFTING…
