The first proposed constitutional amendment on the Nov. 8th ballot is a question whether to allow the state to take control of local schools rated as perennially failing. The measure would create an Opportunity School District statewide which would intervene with a failing school and exercise options ranging from closing the school to making it a charter school. Some county school boards, however, are resisting by saying it would erode local control over schools.
