The State of Georgia broke its own record for number of early voters in 2016, beating the mark set in 2008.  Over 2,380,000 votes have already been cast between absentee and early in-person voting, over 250,000 more than in 2008 when many turnout numbers were broken nationwide.  Hard to say which candidate all these early votes will benefit, but for Georgia Secretary Brian Kemp the fact that his many registration measures have resulted in increased turnout has his ship RISING…
