After a week of speculation over whether he was planning to appeal for an automatic recount, state Sen. David Shafer this afternoon announced he was conceding in the GOP runoff for Lt. Governor against former state Rep. Geoff Duncan.

“The Good Lord has a plan for each one of us,” Shafer said in a statement to supporters.  “With the counting of the provisional ballots complete, it is clear that His plan for me does not include being Lieutenant Governor of Georgia.”
