Duncan unveiled a broad rural health care plan Thursday — one that rejects Medicaid expansion as a “political solution that promises free health care in exchange for votes.” Instead, Duncan is relying on a number of new policies that he says will deliver significantly higher quality, affordable health care for Georgians.
