Special elections to replace three Republicans

This month Georgia voters in two state legislative districts will go to the polls in what will be low-turnout elections. Tomorrow is a runoff to decide who will fill the remaining term of the late state Rep. Mandi Ballinger, R-Canton. Conservative Republican Bill Fincher received 27.4 percent of the vote for the District 23 House seat in a campaign that included four other Republican candidates. Democrat Scott Sanders trailed Fincher with 27.4 percent of the vote, and tomorrow he faces Fincher.  

The district is normally a GOP stronghold and Fincher is heavily promoted by state House Speaker Jon Burns, R-Newington. But low-turnout races and voter apathy can sometimes result in surprises.
