The City of Atlanta has long used tax allocation districts (TADs) as an economic development tool, leveraging property tax increases to pay for local infrastructure projects. Many Atlantans were dismayed when Mayor Andre Dickens seemingly tabled the idea of light rail along the Atlanta Beltline, the city’s wildly popular and successful pedestrian path. After all, light rail was a core part of the loop’s original vision, meant to connect the city all around its (eventual) 22-mile loop.
