A new report by the Los Angeles-based Center for Biological Diversity ranks Georgia among the 10 worst states for capitalizing on its potential for rooftop solar installations. The states like Alabama, Florida, Tennessee and Texas have what the report terms as 35 percent of the U.S.’s technical potential from rooftop solar panels but only tapping less than 3 percent installed capacity.  Georgia passed a law last year that was supposed to streamline financing arrangements for residential and small-scale commercial solar installation, but industry insiders say the predicted flood of easy money didn’t materialize.  DRIFTING…
