Ineffective teachers are hard to fire even in highly-rated public school districts like Gwinnett County, according to a study released by the Thomas B. Fordham Foundation. The foundation, which describes itself as an “educational gadfly,” ranked schools on a 0-10 scale with 0 being near impossible to fire a bad teacher and 10 being easy. Of the 25 districts rated, none scored 9 or 10.

Gwinnett schools rated 5, which is considered difficult to dismiss. Most of the factors in the ranking reflect state policy or law, so most schools in Georgia would score the same as Gwinnett.
