Scott Turner, executive director of the White House Opportunity and Revitalization Council, met with Savannah officials Monday to learn about the city’s wildly successful ‘opportunity zones,’ as well as to give some tips and pointers on what has been successful in similar areas around the country.  Opportunity zones, which provide capital gains tax relief in specific areas, normally low income neighborhoods, were created around the country in the 2017 Tax Cuts and Jobs Act.  Savannah has several such zones, which have helped raise up historically disadvantaged parts of the city.  For Savannah’s success under one of the White House’s more prominent pieces of legislation the city’s ship is RISING…
