The primaries for a pair of Public Service Commission races are just around the corner, but there are questions swirling around one candidate’s residency and thus eligibility.  Democratic candidate for Atlanta’s District 3 Daniel Blackman changed his official address to a Midtown apartment just barely before the 12 month cutoff to be eligible for the district.  But a challenge filed with the secretary of state’s office claims that Blackman is still living at his Forsyth Co. home, and even voted there after he claimed he had moved.  An administrative judge is scheduled to hear the case this week, leaving Blackman’s candidacy DRIFTING…
