Cobb County Democrat Jaha Howard won the special election runoff Tuesday in Georgia Senate District 35, which covers portions of Cobb and Fulton counties.  His win was a stinging rebuke for the Democratic establishment, which had lined up behind longtime state Rep. Roger Bruce, who received endorsements from former Gov. Roy Barnes, former state Sen.
