Few topics stir local opposition faster these days than the words “data center.” And nobody can fan those flames better than the AJC. That reaction is understandable. Georgia has quietly become one of the nation’s fastest-growing data-center markets, even as many residents feel the pace of approvals has outstripped public understanding.
Part of the confusion begins with the numbers themselves. There is no single official state count of data centers, and industry trackers vary based on how facilities are defined—hyperscale, enterprise, colocation, or cloud.
Recent estimates place the number of operating data centers in Georgia anywhere from the low 70s to more than 200. The most responsible reading of multiple sources suggests roughly 90 to 150 data centers are currently operating statewide, with dozens more approved or under development.
That growth alone explains why communities are asking hard questions—and they should.
The top objections are familiar. First, water and environmental strain. Opponents worry that data centers consume enormous amounts of water, threatening aquifers and local supplies, especially in rural areas.
Second, energy demand and infrastructure stress. These facilities require substantial power, raising concerns about grid reliability, pollution, and rising costs for residents.
Third, community impact. Neighbors bristle at industrial-scale buildings, generator noise, and the perception that generous tax breaks favor corporations while producing few local jobs.
None of these concerns are imaginary. But none are insurmountable either.
Now consider the strongest arguments in favor of data centers.
First, they provide a strong and stable tax base. Data centers generate substantial property-tax revenue while demanding comparatively little in public services. They add no students to schools, little daily traffic, and minimal strain on police and fire departments once operational. For counties trying to fund schools, roads, and public safety without raising residential taxes, that matters.
Second, they represent long-term capital investment. Data centers involve hundreds of millions—often billions—of dollars in fixed infrastructure. These are not speculative developments that pack up and leave. Once built, they anchor local tax bases and utility investment for decades.
Third, they position Georgia as a modern technology hub. From healthcare systems and banking to logistics, emergency services, and cloud computing, the digital economy depends on reliable, local data infrastructure. Communities that host data centers are better positioned to attract related businesses and high-skill employment over time.
So how are legitimate opposition concerns reconciled with real benefits?
The answer lies not in saying “yes” blindly—or “no” reflexively—but in best-practice zoning and safeguards.
First, put data centers in the right places. Limiting them to industrial districts or technology corridors, combined with substantial buffer setbacks from residential neighborhoods, directly addresses concerns about community character, noise, and light pollution. These are land-use questions, not moral ones—and zoning exists precisely to manage them.
Second, require full disclosure and master planning upfront. Mandating campus-wide development plans, water-use disclosures, and power-infrastructure commitments prevents the piecemeal approvals that fuel public distrust. When communities know the full scope of a project before the first shovel hits the ground, opposition tends to cool rather than intensify.
Third, hold developers accountable for infrastructure and impacts. Best-practice ordinances require developers—not taxpayers—to pay for substations, grid upgrades, road improvements, and emissions-controlled backup systems. Strict noise limits, lighting controls, and emergency-response planning turn theoretical harms into manageable, enforceable standards.
When these safeguards are in place, the most common objections lose much of their force. Water use is minimized through modern cooling systems. Energy demand is paired with grid investment and renewable generation. Community impacts are buffered, regulated, and monitored. And tax incentives, when tied to performance and clawbacks, ensure public benefit keeps pace with public concession.
The larger question is not whether data centers have downsides. Every form of development does. The real question is whether local leadership is willing to govern responsibly—setting clear rules, enforcing them, and insisting on transparency.
Georgia’s choice is not between pristine landscapes and unchecked industrial sprawl. The choice is between intentional growth and missed opportunity. With smart zoning and firm oversight by the state, county, and municipal authorities, data centers can be quiet neighbors, reliable taxpayers, and long-term assets. Done right, they are not a burden on communities—but a tool for sustaining them.
Responsible leadership doesn’t promise perfection. It promises balance. And in this case, balance favors moving forward—with eyes open and standards high.
