Gov. Brian Kemp on Monday named Rachel Little to the state Board of Regents, the group that oversees the University System of Georgia.  Little, a GOP stalwart in Gwinnett County, will replace former Regent Dean Alford, who resigned last month following his arrest on racketeering charges.  She served on several statewide boards under former Gov.
