Gov. Brian Kemp has named a new interim chief of staff for his team: Georgia’s Chief Management Officer Caylee Noggle. She will be the first woman to serve in the role of chief of staff to Georgia’s governor and replaces Tim Fleming. He leaves to run a pro-Kemp political action committee.
Before joining the Kemp administration in January 2020, Noggle served as President, Interim President, Chief Operating Officer, and Chief Financial Officer for the Georgia Student Finance Commission. Her bio says she holds a bachelor’s degree from Millikin University and master’s degree in College Student Affairs from the University of Arkansas at Little Rock where she served as a financial aid officer before moving to Georgia.
Noggle has previously served as Director of the Physical and Economic Development Division in the Governor’s Office of Planning and Budget where she handled budget and policy oversight for more than 20 state agencies. She also served as Coordinator of First Year and Academic Support Programs at the University of West Georgia.
Caylee and her husband Tom live in Atlanta with their son and are members of Oak Grove United Methodist Church.
Political observers wonder if the “interim” title means Noggle will just be a placeholder until a better-known, more senior Kemp “political loyalist” is named. Insiders are also mulling over this question: Because of her impressive management record, will she permanently remain to manage a team that has seen some of its members occasionally veer off-script? Another big question: Will Caylee Noggle be an effective gubernatorial advisor, communicator and deal-maker with the Republican legislative leadership as the agenda is being set for the General Assembly that convenes in January?
