A new report from City of Atlanta Inspector General Shannon Manigault says that former Mayor Kasim Reed may owe the city some $84,000 for funds he used to pay for health insurance and take a trip to South Africa.  According to the investigation the money came straight from Atlanta taxpayers, not a special deferred payment account as Reed originally claimed.  Out of office for six years and the fallout from Reed’s mayoral tenure is still DRIFTING…
