A bizarre story has Clayton County Commissioner Felicia Franklin facing major questions even as she continues her bid for commission chairwoman. Last month Morrow police found Franklin passed out on the ground outside a sports bar in what they say was a puddle of her own urine. They also say her $97 bar tab was paid with campaign money. Franklin meanwhile claims she was roofied, but a urine test administered by Southern Regional Medical Center turned up only cannabis.
