Complaints have steadily rolled in over the past three years regarding the state’s e-filing system, which tracks campaign donations, lobbying reports, and other financial information. The Georgia Ethics Commission has spent some $1.5 million on the software, implemented by Louisiana-based company Civix, but lawmakers and the public alike continue to struggle with it.
