U.S. Rep. Brian Jack (R-GA) teamed with Democratic Rep. Gil Cisneros from California to introduce legislation that he says will modernize the Small Business Administration’s technology and allow small businesses to grow. According to the first year Congressman, the Small Business Administration (SBA) IT Modernization Reporting Act of 2025, would enhance the SBA’s ability to develop, implement, and manage IT modernization projects while mitigating potential risks in order to better serve small businesses.

The legislation passed the House Small Business Committee unanimously this week.

According to reports, the bill specifically requires the SBA Administrator to implement the recommendations made in a 2024 Government Accountability Office (GAO) report and to provide Congress with a detailed implementation plan and briefing.

“I’m proud to support this bipartisan legislation that will allow the Small Business Administration to continue doing what it does best – supporting the entrepreneurs and job creators who are the backbone of our communities,” said Rep. Jack. “By strengthening and streamlining SBA operations, this bill ensures more small businesses can access the tools, resources, and support they need to grow, hire, and continue to thrive.”

Former Senator Kelly Loeffler from Georgia is Administrator of the SBA after being appointed by President Donald Trump.

In fiscal year 2023, the federal government awarded $178.6 billion in contracts to small businesses. The SBA promotes small business participation in federal contracting through various contracting assistance programs. These programs rely on multiple IT systems. However, information from the U.S. House of Representatives stated, “the SBA’s past attempts to modernize its IT systems have experienced challenges and have not delivered the expected results. The GAO was tasked with studying the SBA’s latest modernization project and found that leading practices for risk management, cybersecurity, and schedule and cost estimation have not been fully implemented.”
