Gov. Brian Kemp on Tuesday, flanked by Republican legislative leaders, unveiled a plan that should be quite popular with Georgians on both sides of the aisle.  Kemp proposed a plan to refund just over $1 billion to Georgia residents when they file their state income taxes next year, a total which will come out to about $250 per filer.  The money would come out of the state’s $11B cash surplus, which continues to grow and points to the state’s strong economy.  RISING…
